Not understanding why PageSpeed is scoring "Leverage browser caching" badly when I am using W3 Total Cache and have everything correctly enabled.

Am I doing something wrong?

There are few possible causes of expiration headers not set:
- You use .htaccess for expiration rules. It maybe not loaded. I.e. you web host doesn't allow its usage by specifying "AllowOverride None" in main Apache configuration file
- Mod_expires is not enabled on web host
- You haven't placed .htaccess in web root or it's not named correctly
My observation is that you have too many directives in the file. Instead of relying on Wordpress plugins to generate .htaccess, why don't you install mod_pagespeed Apache module (that Google itself develops and maintains). It will automatically enable compression and expiration, and beyond that it has many other features for performance.
