问题
Tried creating a new angular Project using,
ng new Project
All the files are created, just the node modules folder isn't created and it ends with this message

✖ Package install failed, see above.
As suggested I tried,
npm cache clean --force
and
npm install
The issue still stays...

It would require further information to proceed troubleshooting, but what you can try to do is:
- Delete manually directory
npm
andnpm-cache
in../AppData/Roaming
- Run in your terminal
npm cache clean --force
- Install your package with
npm install -g @angular/cli

Ensure the console is opened with admin rights
