Java environment does not start even in the control panel [closed]

I have this problem for some time but I have not been able to solve it, Java environment or JVM (sorry if I confuse both) just won't start, and programs like Jdownloader2 or Minecraft launcher do not start either, there is also no error message, even when I try to open java control panel nothing happens. this is all i've tried:

1. Uninstall it and reinstall it (obviously).

2. Run it as administrator from command prompt (that includes javaw.exe, java.exe, javacpl.exe, jp2launcher.exe).

3. Setting them in compatibility mode for windows nt with admin privileges (that includes all the files mentioned above).

4. Setting "_JAVA_OPTIONS" variable to "-Xmx512M".

5. Creating a new variable "JAVA_HOME" in system variables with "C:\Program Files\Java\jre1.8.0_261" value.

6. Changing "path" system variable to (highlighted=changed)

   C:\Program Files\Common Files\Oracle\Java\javapath;%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem;%SYSTEMROOT%\System32\WindowsPowerShell\v1.0;C:\Program Files\Microsoft SQL Server\100\Tools\Binn;C:\Program Files\Microsoft SQL Server\100\DTS\Binn;C:\Program Files\Microsoft SQL Server\110\Tools\Binn;C:\Program Files\Skype\Phone;C:\Program Files\Windows Kits\10\Windows Performance Toolkit;C:\Program Files\Microsoft SQL Server\120\Tools\Binn;C:\Program Files\dotnet;C:\Program Files\Git\cmd;C:\Program Files\MySQL\MySQL Utilities 1.6;C:\Program Files\Intel\OpenCL SDK\2.0\bin\x86;%JAVA_HOME%\bin

7. Uninstall it (again) and checking that it has been completely removed from the registry

8. I deleted the java folder and reinstall Java again.

9. I allowed it to run through the firewall.

10. I turned off the firewall and the antivirus.

11. I checked if there is any Java process running.

12. I even disabled the ClearType option in the display settings in the control panel (I don't know what it has to do with it but I found that solution on the internet).

I mixed many of these attempts like "turned off the firewall and the antivirus" and "Run it as administrator from command prompt"

I hope I have stated my problem clearly and someone can help me without suggesting that I reinstall the system.
