In TR_AdaptiveMethology, having a "Create an initial Software Package Manifest" task which converts the SoftwareClusterDesgin to Software Package Manifest. so What the exact initial Software Package Manifest is?
In other words, if "Create an initial Software Package Manifest" is done by an Integrator Packager tool and the input is Software Cluster Design, What will be the output contents?
And in AUTOSAR AP 19-11 Software Cluster Design contains two dependsOn, why the SoftwareClusterDesignDependency still remained?

This is a misunderstanding. The SoftwareClusterDesign is - as indicated by the name - a design element that is optional. You are not forced to create a SoftwareClusterDesign, but defining it makes a lot of sense in terms of workflow.
The packaging is a deployment activity and therefore the only input for the packaging is indeed the SoftwareCluster (which is also defined on deployment level). The reference from SoftwareCluster to SoftwareClusterDesign is for documentation only and has no purpose in the packaging activity.
So the input of Integrator Packager is SoftwareCluster not SoftwareClusterDesgin.
