I managed to create my custom audience by uploading customer list (as opposed to this guy), but I'm unable to share it with an ad-account owned by different BusinessManager because Facebook says
Ad accounts owned by businesses new to Facebook Products can share customer file Custom Audiences with another business's ad account after several weeks of following our policies.
(we are working on a mock app for which this sharing is essential)
- Just like Sandbox Ad Account, is there something that can mimic a 'SandBox
BusinessManager' (and allow me to freely test APIs without getting caught up in FB's policies)? - Is there any chance I can raise this concern with FB (representatives / forums) and request them to allow me this?
UPDATE-1
I missed to report that my BusinessManager is a playground one and the business / app have not been verified.
- Could this restriction be because of pending Business-Verification?

Ad told here, I didn't face the issue of having to accept Terms of Service for custom audience sharing reported by some people

In other words
I'm not 100% sure if I've accepted terms of service But since the error I get is different, my best guess is that I must've done it at some point of time (can't recall though)
