I would like to know, is there any possibility to get the last used SIM card details using IMEI of the phone which the SIM card used? If yes, what are the possibilities and which are the authorities can able to get this?

The carrier is the authority you're looking for. If it's possible, it will depend on whether the carrier logs these data, but more importantly, I find it unlikely that they will give it to you.
