iOS: Callout design NOT OVER MAP [closed]

I should to draw a custom view like the one shown in picture. In my layout there is a progress view, callout view should be placed over it, someone know a way to draw this custom callout view ? I'm thinking to use bezier path, I cannot draw view through popovers.
