Create HTML/JS matrix in django template

Question

I have a view which returns this data in dictionary form:

{(\'ACCOUNTS\', \'Staff\'): 8, (\'ACCOUNTS\', \'TOA\'): 3, (\'HR\', \'Officer\'): 4, (\'HR\', \'Staff\')
