Visual Studio 2019 C++ and std::filesystem changing to ISO C++17 Standard or adding _HAS_CXX17 1 do not work

based on this thread it is still not working although i changed to ISO C++17 Standard (/std:c++17)
in c++ -> language in VS 2019 config.
