ASP.NET MVC(not Core) Serilog is working from Startup.cs file but the same code doesn't work from Action method

Question

I have searched a lot on the internet but I couldn\'t get my answer. I am also quite surprised to see there is so much on .NET core but not on .NET Framework on this topic.
