The replace function in Pandas isn't working. I'm trying to get rid of the PST in my time values with no avail. Please advise

I\'m trying to plot a timeseries and I\'m cleaning up the CSV to do so. I have to get rid of PST in my time column but for some reason the replace function in pandas isn\'t work
