Wrap hyperlink dynamically with Fabric UI TooltipHost TooltipHost

Question

I have a requirement to dynamically insert a Fabric UI tooltip on SharePoint site links.

Fabric UI tooltip uses TooltipHost class which is a wrapper on html elements.
