how to set DISCOVERY_AS_LOCALHOST in Fabric -Gateway -Java? I set the environment variable, but it doesn't work

does anyone know how to set DISCOVERY_AS_LOCALHOST in Fabric -Gateway -Java?Gateway always resolvers the peer/orderer address to localhost. I set the environment variable, but i
