EF.Core with Npgsql strange error message and hangs afterward

I\'m using Ef.Core + Npgsql 3.1.4.

Randomly I see the following exception:

 Npgsql.NpgsqlException (0x80004005): Unknown message code: 47 at Npgsql.Util.PG
