Convert RUBY script to PHP to fix Facebook messenger archive encoding issue utf-8

Question

Facebook messenger archive data has a fcked up utf-8 encoding as described elsewhere. There is a ruby solution to fix the files at https://sorashi.github.io/fix-facebook-json-ar
