Why SignalR Server Sent Events (SSE) transport connects repeatedly every minute?

We are using Microsoft.AspNet SignalR Version=2.4.1.0 running on Windows Server 2016, IIS 10. In our logs, we see that client send us connect request to set up WebSocket connect
