Why when i change buildToolsVersion to 29.0.3 React Native Always forced install 28.0.3 and not install 29.0.3

Question

i try to change buildToolsVersion to 29.0.3 in ReactNative latest but React Native always download 28.0.3 version. i change this in app/buid.gradle
