Copy file to the folder with identical name

Question

files name are \'hi_1_you\', \'hi_2_shell\' and folders are \'1\', \'2\'

I want to copy file \'hi_1_you\' to folder \'1\' and file \'hi_2_shell\' to folder \'2\'
