Bootstrap 3 dealing with difference between xs and sm

    The easiest way would be to use LESS and change the sm breakpoint:

    @import "bootstrap.less";
    @screen-sm-min: 736px;

    You can also generate a custom CSS build changing the same @screen-sm-min variable.

    So, taking into account others advice I decided it would be beneficial to make an xsl col class as suggested.

    Below is the CSS.

    Admittedly it is probably easier to just wait for Bootstrap 4 or use LESS CSS but if you're look for a simplistic, CSS only solution then this should do the trick.
