Why is OpenGL simple loop faster than Vulkan one?

I have 2 graphics applications for OpenGL and Vulkan.

OpenGL loop looks something like this:

glClear(GL_DEPTH_BUFFER_BIT | GL_COLOR_BUFFER_BIT);
