How to insert ragged tessor at particular position into another stacked ragged tensor in tesnsorflow

I have this ragged tensor: [ [s1,s2], [o1,o2] ]

Now I have this new ragged tensor = [p1,p2]

(s1,s2,o1,o2,p1,p2 are also ragged
