Keras.preprocessing not loading when using Tensorflow 2.3.0 CPU

I\'m using Jupyter and Tensorflow 2.0.0, and everything runs normal until I get to preprocessing with Keras. It doesn\'t seem to run in 2.0.0, so I upgraded to Tensorflow 2.
