Matplotlib sets xtick labels twice, plt.xticks() and ax.get_xticklabels() disagree on the state of the plot

Question

At my wits end with his horrific library. I am plotting two stem plots together. Each corresponds to a particular variable, so I define a range of integers as the x axis, an
