Why can't change toolbar's scrollFlags to SCROLL_FLAG_SCROLL programmatically?

Question

This works fine:

val toolbarParams = activity?.toolbar?.layoutParams as AppBarLayout.LayoutParams
        toolbarParams.scrollFlags = 0
