PHP and cURL - CURLOPT_SSL_VERIFYHOST has no effect. Why?

Question

I\'m trying to write PHP code that makes a cURL request to a HTTPS endpoint through an IP address. Now, the catch is that I have the endpoint\'s public certificate, but the
