For Sitecore 9.0.2 Vanilla instance getting “The maximum number of allowed users has been reached” when set SSL (self-signed certificate) at my Local

Question

I have installed Sitecore 9.0.2 Vanilla instance at my local machine. it works perfectly fine. But when I apply SSL (i.e. self-signed certificate) it starts giving me below
