Why is no permission box shown when I request ACCESS_MEDIA_LOCATION permission?

I\'m trying to implement the ACCESS_MEDIA_LOCATION permission for Android 10 in order to access the location of a photo.

First the app requests READ_EXTERNAL_STORAGE
