Why do we need to use MS Access 2007-2016 to convert an Access 2000 / 2003 .mdb to .accdb

I have the latest version of Office 365. I have to upgrade a 2003 Access database. We\'re going from .mdb to .accdb. The Microsoft documentation says you need to use Access
