Finding list elements that have exactly two nested elements with the same values in python

Question

Ive got a list (A) with 2 nested elements.

A=[[[[\'a1\', \'a1\'], [\'b1\', \'b1\'], [\'c1\', \'c2\']],[[\'a1\', \'a1\'], [\'b1\', \'b1\'], [\'c1\',\'c1\']]],
