opening ACTION_USAGE_ACCESS_SETTINGS activity on the oculus quest 2 causes settings to crash

I am making an application (non vr) for the Oculus Quest 2 (android version 10) and it requires the ACTION_USAGE_ACCESS_SETTINGS permission.

On the regular Quest (and
