    No, you should create two foreign keys:

    ADD CONSTRAINT `ufd_users_fk` FOREIGN KEY (`userId`) 
      REFERENCES `users` (`userId`) 
      ON DELETE CASCADE ON UPDATE CASCADE,
    ADD CONSTRAINT `ufd_users_fk` FOREIGN KEY (`friendId`) 
      REFERENCES `users` (`userId`) 
      ON DELETE CASCADE ON UPDATE CASCADE;
