how to fix some query of postgresql not working on php when using jsonb_array_elements

i have have query like below

 SELECT  pengumuman ,office  FROM pengumuman_kantor
 WHERE to_json(ARRAY(SELECT jsonb_array_elements(office)->>\'office\'))
