nr is an int, so you're still doing integer division, but assigning it to a float. Cast nr to a float instead:

float fl = (float) nr / 10;
// or divide by a float
float fl = nr / 10.0f;

This:

float fl = nr/10;

does integer arithmetic. You want:

float fl = nr/10.0;

Also, unless you have some specific reason not to, it is best to use doubles for your floating-point activities, rather than floats.

An int divided by a number will be an int which gets rounded down. You need to cast nr to a float first...

float fl = (float) nr /10;

OR let the compiler know you want float by making the denominator a float as well

float fl = nr /10.0f;

Try

float fl = (float)nr / 10;

Otherwise the compiler will do integer arithmetic. The c faq on the subject is great.
