In Joomla 3.9, how can I hide 1 of 2 content blocks from a particular usergroup while showing a 2nd content block to multiple groups

I have two blocks of content that I would like to show stacked vertically. The content was generated in Quix page editor. For some usergroups, I only want one of the two bl
