How do WhatsApp and Telegram send and receive messages in “Doze” mode on Android 6.0 or higher

I wonder; How do these apps run without falling asleep in Doze mode? Can we do that programmatically, too? They also doesn\'t drain Battery. I see always %0 batt. usage in A
