Custom Binary Search within array of “variable length array” in Nvidia Thrust

Question

I have variable size (from length 5 to 500) int arrays. They are sorted in a such as way that

[ [-11,5,8], 
  [1,5,3],
  [1,5,5],
  [2,4,0,0,7],
  [2,4,0,0,8
