AWS Proxy Configuration doesn´t recognize my RDS PostgreSQL DB Instance

Question

I´m very new using AWS. I´m tryng to recreate a LAMBDA-PROXY-RDS connection for pool management stuff.

I create my RDS PostgreSQL DB instance as "Free Tier"
