How to format a tooltip in r ggplot / ggplotly with multiple labels (Cannot use Shiny)

Question

I am trying to create a custom tooltip for my simple scatterplot. This scatter plot show Quantity Purchased on the X axis, Sale Price on the Y axis, and then the predicted p
