No error, no display after moving web server to UBUNTU 20,04 (from 8.04.4 UBUNTU version)

Question

I am moving a web server from its ancient Ubuntu 8.04 server to a new platform running Ubuntu 20. This server has /www/htdocs as its top level for documents, and /www/cgi-bin a
