How to design api params when sending value like [[4, 5], [6, 7], [8, 9] …] in a GET request

I am designing a api for calculating texas hold\'em odds. It returns the win/tie percentage of each player By giving 3 to 5 community cards and 2 to 9 pairs of hole cards.
