Compiling Tensorflow from source: C++ compilation of rule '@nsync//:nsync_cpp' failed

I am trying to compile tensorflow from source following this link.

Here are the version I am using:

• Git: v2.24.0
• MSYS2: 3.4.4
• Bazel 2.0.0
