As of Chrome browser version 88.0.4324,150 (64-bit) mouse clicks and keyboard input don't work properly much of the time

Question

As of the 88.0.4324.150 build, if I start Chrome and navigate to almost any web-page, including the Help > About page, Chrome and my system no longer respond to mouse clicks
