How to register ASP.NET on Windows 10?

According to this .NET Framework Versions and Dependencies page, you need at least .NET 4.6 to be compatible with Windows 10.

Your error message implied that ASP.NET 4.5 should be installed instead.

Either way, the 4.0 .NET Framework does not seem to be supported on Windows 10.
