Promotion Engine - Which Action strategy and RAO action to use when we have to set Delivery Cost to Zero in hybris

Question

I am new to Promotion Engine and I have to set delivery cost to 0 at cart/order level. Which OOTB strategy should I use or create an entirely new Strategy.
