Error Installing Python Package (Environment Error with GDAL for rasterio package)

Question

I am attempting to install the rasterio package. I read that I need to first install the appropriate GDAL file, so I downloaded GDAL-3.1.4-cp37-cp37m-win32.whl (and also ras
