Using CUSTOM FORMAT cells in EXCEL to round to nearest tenS, not TENth., NOT using a FORMULA (ROUND, etc.)

Question

Anyone knows how to round in EXCEL or NUMBERS, to nearest 10\'s.. (i.e., 5443263--> 5443260), to preserve actual number in calculations... but showing a Zero at the end (Not
