VS Code, Vagrant, XDebug ignore breakpoints on WIN 10

Question

i try to setup xDebug 3 in vsCode for two Days :(

Phpinfo() says xdebug is running on Port 9003 and step debugger is enabled. But breakpoints in vscode are ignored.
