SVG: how to find new xAxisRotation, radiusX and radiusY for arc with new starting and ending points?

I\'m working on replacing an old transformEllipse function with fast and modern script, so I implemented DOMMatrix to calculate 2d/3d coordinates for SVG Path Commands, since 3d
