This helped me:

DELETE:

%USERPROFILE%\AppData\LocalLow\Oracle\Java\JAVA_INSTALL_FLAG
and
%USERPROFILE%\AppData\LocalLow\Sun\Java\JAVA_INSTALL_FLAG
