I had the same problem. For me the newer version of adb is required to connect to the Nexus 7 i.e. to have the Nexus 7 ask me to "Allow USB debugging?"

In short:

Android Debug Bridge version 1.0.31 - Works

Android Debug Bridge version 1.0.29 - Does not work
